That's not the rule. Insufficient intent means you haven't shown sufficient intent to keep the ball in. Amon's intent was clearly to keep it in by handballing it to a teammate. He just made a skill error with that handball. Just like an errant kick that goes out of bounds isn't insufficient intent

Why would he intend to take it out of bounds when he had two teammates in the clear and his team is down by a goal?

Why would any player do it when it’s a free kick against? Because they are under pressure and make a panicked decision.

I get what you are saying, but umpires are directed to not pay insufficient intent when it is an obvious skill error. I can see why the umpire paid it based on the direction of the ball, but given it was a skill error it was the wrong one.
