"Oil companies have reserves ( of refining capacity - IF ), we have launched these reserves. Together with them, we have adjusted the program of scheduled repairs of refineries so that scheduled repairs do not fall during the period of peak demand for gasoline. We are also working manually with Russian Railways so that tankers with gasoline from production regions are quickly moved to regions of maximum demand for gasoline," he said.

The Minister also noted that, as a measure that should help stabilize the situation on the fuel market, the export of gasoline has been stopped for both non-producers and producers.

Answering the question whether the measures listed above are sufficient to stop the rise in wholesale and retail gasoline prices in September, he said: "Taking into account the measures listed that we have applied, I think it will be sufficient."

Meanwhile, Tsivilev added, it is important that there is no excessive excitement on the market. "When people start to get nervous, a bunch of speculators appear who want to make money on this. This has nothing to do with the real current situation regarding the supply of gasoline to the subjects of the Russian Federation. We understand these risks," the minister said.

He emphasized that the actions taken by the Ministry of Energy together with oil companies will allow the entire demand for gasoline in Russia to be met.

The restrictions will be in effect from September 1 to October 31, 2025, inclusive.

From September 1 to September 30, 2025, the ban will apply to all exporters: both producers of petroleum products and non-producers. From October 1, the restrictions for gasoline producers will be lifted.

The decision is aimed at maintaining a stable situation on the domestic fuel market.

The previous export ban was established by the Government in February 2025. It is in effect from March 1 to August 31, 2025, inclusive. At the moment, the restrictions also apply to supplies carried out by direct producers of petroleum products.

Sales at a domestic level are hard to come by, with a lot of media available pointing out exhaustion of local petrol station reserves, massive queues to fill up, and syphon theft on a marked increase. For the most part, these incidents are most pronounced at the more remote parts of the country, eg Kurilsky district (far east), however there are also similar reports growing within the occupied regions eg Luhansk region of occupied Ukraine.

Exclusive: Early Peace Plan Shows Russia's Intent To Neutralize Ukraine

RFE/RL’s Russian investigative unit, Systema, has obtained a draft treaty that Moscow proposed early in talks that began days after the full-scale invasion of Ukraine in 2022. It would have left a truncated Ukraine deeply vulnerable, with a minuscule military and no hope of protection from the West.

The Russian proposal sets out terms for Ukraine's neutrality, a status Kyiv appeared ready to accept at the time. But Eric Ciaramella, a senior fellow in the Russia and Eurasia program at the Carnegie Endowment for International Peace, said that Putin seems to have been seeking "something more radical -- not neutrality, but the neutralization of Ukraine as an independent state. Russia's goal from the very beginning was to destroy Ukraine's ability to defend itself."

A country "can be neutral and have a very strong army and be capable of self-defense…. But that's not what Russia had in mind here," he said.

Moscow would have been able to prohibit other types of weapons in the future.

Ukraine would have been forced to formally recognize Crimea as Russian and the Donetsk and Luhansk regions as independent. Kyiv would have had to pay for reconstruction in the Donbas.
