Personally, I'm not a fan of run penalties and changing scoring.

I am an advocate of 30 over sessions rather than 90 over days. And giving umpires more power to move things along.
So slow you don't get lunch? Deal with it, bowl your 30 overs first.

To be honest, neither am I.

But the players are just taking the piss out of the 90 overs in a day requirement. They simply don't care.

To turn that around imo there need to be real time consequences for slow over rates. Penalty runs is but one option in that regard.
