It is said the rust belt won him the election, and his support there would likely be due to promises to the "battlers". With unemployment being so low now, we can't definitively say whether their vote was justified or not. As the anti-Trumpers point out that unemployment followed the downward trend set in place by Obama, but we have no way of knowing whether that trend would have looked better or worse had Trump lost the election.

How much change can really happen in 18 months?

Yep. This is nothing new in US politics. The Southern strategy was built on racialised appeals to mainly poor whites.

This quote from Johnson sums it up.

"If you can convince the lowest white man he's better than the best colored man, he won't notice you're picking his pocket. Hell, give him somebody to look down on, and he'll empty his pockets for you."

Trump made coded and explicit racial appeals to get their votes, and has governed for the 1% since. It's similar to the white populism of Southern Governors.
