Maybe poor wording, there have been keepers who would score from penalties or score from direct free kicks. For example Hans-Jorg Butt had previously scored 3 penalties in Champions League games, interestingly for 3 different teams, but all against Juventus.

Very few keepers would be going up forward in a drawn game to try and win it, almost all would go up if losing by a goal as there’s no downside to conceding and losing by two.

Usually it's a team that's behind by one goal that sends their keeper up for a corner or a free kick. They often hang around if there's a 2nd phase to the play.

In this case, Benfica were leading 3-2 but needed another goal to qualify for the play-offs on GD.

In 2020-21, Allison became the first ever Liverpool goalkeeper to score a goal. The score was 1-1 at the time but Liverpool needed the win to get them into a CL qualifying spot.
