Not sure how bidding within x-positions would work. There's have to be some accurate crystal balls for clubs to have the draft capital ready to roll out.

If first pick of day 2 becomes #27, nobody will trade up for it. You generally don't throw the kitchen sink at pick #27, nor would you want to slide back any further by trading down as the talent is really starting to thin out by this point.
And before the 8 wins over 2 years system there was the "less than 5 wins in any season" system. Hodge, Ball and Judd were taken under that system where 3 teams qualified for priority picks. So we've qualified under each of the last 2 systems.
