Agree. I think 20 is the nice round number to strive for in the near/medium term.
Tasmania and Canberra sides would make the league truly national.

WA3 would be based in the vicinity of Perth. Optus Stadium is underutilized.
Joondalup as West Coast lite seems like the only real choice.

WA3 may just result out of circumstance. Bottom line, I don't think its truly necessary, but would solidify WA/Perth as being the second largest market in the AFL.
Would provide some flexibility with the TV fixture for some Sunday night games in the west too.

This is the expansion path that should happen to get to 20.
Tassie is priority atm.
But the same priority is not currently in place with Canberra, so it may take some time.
Giants will still be around using it as their second home and they'd need a better stadium to replace Manuka.

I'd just get the bottom 4 sides on the ladder from the previous season and have 15 v 18, 16 v 17 in 20 minute halves at one venue (ex. if there are at least two Vic sides, have it at Marvel with one Vic side in each game). Losers then play off for practice in 20 minute halves, then winners play...

4 division winners plus 4 wild cards make up the Final 8.
