If they same number of people attend, and the same number of people watch on TV, then the popularity is the same. One becomes more popular when one is more watched.
As a West Coast supporter I'm going to choose the first. But honestly, if my team is not involved I'll just as happily watch whichever two teams are involved. I don't have a second team, all others are equal.
