You forgot one "minor" consideration... the vast majority of neutrals don't see Brisbane as a threat and see them as the lesser of the evils, when voting.
Some teams get looked after more so than others. This happens in cycles, periods or even era, depending on afl administrators, their agenda's and/or club allegiances. It is a fact. I am not naming teams. The Afl is rorted to a degree and us fans are all sucked in and defend our clubs tooth and nail.

I really think that Melbourne needs a 30K boutique stadium for the smaller VIC clubs to host unappealing interstate teams.
Would create a more true home ground feel, with more fierce and hostile atmosphere for the travellers.
