I'm afraid it is you who doesn't understand. AOD was considered under S2 because S2 covers peptide hormones. All relevant information regarding AOD, led to a determination that the substance did not have any of the biological effects of substances in that section, therefore was not banned.
As I said earlier, cocaine is only banned in competition, but WADA/ASADA are never going to say it's use outside of competition is permitted are they? There is a massive difference between saying something is permitted and saying something is not banned.

The reason it isn't is because the substances were prescribed by a Dr. and came from a compounding chemist, making them very legal.
