The point in the article was that most of the damage and violence was caused by certain people.
He is clearly implying that comments about youths were incorrect because the perpetrators were older. Obviously idiotic because many of those involved were youths and many were criminal gangs, and a few other types does not change that. But he's incapable of making an argument, instead...
