I also would be disappointed if the restrictions were lifted. The AFL are obviously trying to get the most out of the next negotiations - if 7/10 know that 9/? aren't really in the running (because of continued restrictions on pay tv), then their offer will be a lot lower.
From memory, the draw for 2006 is based on team positions at the end of round 15 - ie: how many top 8 sides you play etc. Of course there are the unevens - like needing to have blockbusters and inner-state rivalries, and Collingwood not having to travel..... - but putting them aside, the system...
