    I guess keeping a lid on it would be more appropriate. If a clug is struggling and has crap facilities, it wouldn't help them much to give them money to stay alive, but to continue to get behind the other teams. At the same time it wouldn't be appropriate if they went to Arizona for 2 months.

    AFL control the television revenue. Thats where the grants come from. Its a national contest, but income streams such as gate attendance are regional in nature.

    Part of the issue is that the biggest amount of revenue comes from television ratings. I went on a trip to wagga wagga and every third person I met supported North Melbourne.
