As an AFL fan I think an indoor stadium in Hobart would tempt me to travel to Tasmania to watch my team.
As it is it wouldn’t be a pleasant experience in Winter.
You'd be surprised how quickly one billion dollars can be made up into the local GDP with influx of visitors attracted to the new stadium.
Not to mention the Olympic Games being required to have a stadium to their standards which would cost over a billion to build anyway.

I actually dont mind etihad. Its great for interstaters travelling to watch their team play. Stay in an apartment in docklands, walk over to an indoor stadium with seats in first tier the best as you feel like youre on top of the ground and close to the action. The worst seats are at ground...
