No that's not it - it's more about the act being a cynical way of ingratiating yourself with powerful people in order to advance oneself. That's what I meant there.
I don't know for sure but I imagine it would just provide a more in-depth understanding of the past hurt, the ongoing damage this sort of thing can have, and the power that high profile sportspeople have and why their attitudes matter even more.
I think with one, you can argue a case that it is pejorative in a non-homophobic sense, more along the lines of "arse kisser" that can be applied to anybody regardless of gender or sexuality. Of course it can also be homophobic, and my wager on Clarko's use of it is in that category.

I would say the reason for the discrepancy in punishments would be more along the lines of "you should know better" kind of thing - the AFL are a lot further down the path of understanding with racial inclusiveness than they are with LGBTI inclusiveness.
It's a fair question, I'd say one place the AFL could start would be the Protected Categories in the workplace discrimination legislation. Would be interesting though, because things like age-related remarks would be included here.
