The development league is a very plausible solution. Many of the metro leagues have had U19 for a while. I think with the Vets age being dropped to 30 and the idea of a permit system for senior players back from injury and in form slumps it could work. Another benefit is that the cost of a journeyman footballer should go down as the talent will spread more evenly between clubs.
