I think, Richmond in 2004-05. They lost 15 games from Round 9 2004, to Round 1 2005.
Also Hawthorn 2004. Rd 9-18.

Collingwood lost 9, last 8 of 2005 and Round 1 2006.

14 in 1933. We ended with 2 wins out of 18 games. There was a 12 team comp then as well.
