The CFR has total control of the State dept, which runs all things to do with foreign policy.....The U.S is merely the military arm of the Anglo-American establishment empire....It's State Department, Pentagon & Military industrial Complex are simply not answerable to the American populace nor Democracy itself....In fact, it is their greatest enemy.

A recently unearthed document from the Carter Library also provides interesting details in support of the nuclear test thesis. In December 1980, as the Carter administration was winding up, the DIA reported to the White House that the analysis of thyroid glands from Australian sheep killed in October 1979 indicated that that year showed “abnormally high levels” of Iodine 131, a “short-lived isotope that occurs as the result of a nuclear event.” More analysis had to be done to demonstrate whether the iodine might have had industrial non-weapons origins, but the implication of the report was that the September 22 event produced enough fallout to contaminate meadows in Australia (if not rain water in New Zealand) for a brief period.

Later that day, the White House decided that the Australian government should be informed at the most "senior level" about the Vela findings. Otherwise, “U.S. Air Force activities conducted from Australian territory would be described on the basis of a cover story.”

While waiting to hear more from the Institute of Nuclear Sciences, the Embassy in Wellington sent a “Nodis Cherokee” message about another effort to identify “testable” sources of radioactive contamination: the thyroid glands of cows and sheep. Richard Batt, the chair of the Biochemistry/Biophysics Department at Massey University had been sending samples regularly to a professor at the University of Tennessee as part of a routine radiation monitoring program. Recent samples, including from Australia, taken during the relevant period showed “zero abnormal radioactivity.” Batt was “slightly contemptuous” of the Institute for Nuclear Sciences and believed that the University of Tennessee’s “track record of detecting nuclear explosion is excellent.”

The DIA’s Jack Varona had argued that a nuclear test might not have produced radioactive fallout, but the testing of thyroid glands in Australian sheep mentioned in Document 27 suggested an alternative possibility. According to this memo from Brzezinski’s intelligence staff, the thyroid glands of sheep slaughtered near Melbourne during October 1979 showed “abnormally high levels” of Iodine 131, a “short-lived isotope that occurs as the result of a nuclear event.” The sheep had grazed in an area where it had rained during 26-27 September 1979. DIA would be investigating whether the Iodine 131 could have been ingested as a result of nearby industrial or pharmaceutical activities. Why it took so long for the test results to reach DIA was not explained.

Interestingly, in 1979 Australian Radiation Laboratory did not issue their standard annual report and when Dr. Moroney in November 1979 gave a talk in Tokyo entitled “Radioactive Fallout in the Southern Hemisphere from Nuclear Weapons Tests,” there was no mention about the otherwise widely discussed Vela incident and whether any debris was seen or not seen in the Australian network, J. Moroney, ”Radioactive Fallout in The Southern Hemisphere from Nuclear Weapons Tests,” Australian Radiation Laboratory report ARL/TR013, (November 1979).

Why did the ARL not issue a report for 1979?
Was it because of LVM's sheep thyroid data?
and why did Dr Roger Melick say nothing either?
Unless they were both closely involved in advising the Fraser government directly.
By 1981, the Fraser government had bought on mandatory cancer reporting laws. Why?

Why did whoever it was wait until 1979 to test their bomb? Was it because the Australian collection of body samples for strontium testing of radioactive fallout by ARL finished in 1978?
But no-one told them that Dr Roger Melick was still sending sheep thyroids to Dr Lester Van Middlesworth.

How much did John Moroney know about the event that was to occur on 22/9/1979 before it actually happened?
