His friends in WA are legitimate dropkicks and bring Harley down to their level. Regular problems with the police, etc. When he was considering a move back to WA before he re-signed his family said 'we love you and we want you to succeed - so don't come home'.
Unless that has changed (and it may have, given what's happened - but it would be a big 180 turn from 18 months ago), he's going to VIC. Possibly even the Swans.
I'd be extremely extremely surprised if he went to WA. It would be one of the worst things he could do. The club knows that. He knows that and the fam knows that. WA clubs will always be thrown around in the conversation from the media, but they'll never actually be in the mix IMO.
That Swans trade ban is going, if not eased considerably. They will be able to get him without much problem. Just gotta find a trade worth while.

Nothing to suggest the Swans ban is going, as it stands they can't sign a player for more than 350k a season, Bennell will earn easily more than that. Swans currently are one side you may as well rule out.

I completely agree you'll get something of value, frankly I'd happily give up our first rounder and if expected our end of first round compo (if Selwood leaves) for him. Under the circumstances though I'm not sure if that's enough or too much.

So I haven't heard anyone mention Bennell for Carlisle trade. Essendon reputedly interested in Harley and Carlisle reputedly wants to get the f*** out of dodge. Carlisle is 23 and in a similar kind of talent bracket as Bennell (maybe a swap of later draft picks in our favour as well, or don't they want Zac). Jake has Wada hanging over his head, Harl's has all sorts of shit hanging over his. It's a trade made in heaven.... isn't it??
I don't mean to bring up bad memories but if we look back the infamous golf trip 12 months ago you can see most of those players are no longer at the club/about to be traded or delisted. Only three of those nine players will be at the club next year (as far as we know so far) which makes me think the trading/delisting is as much about cleaning out the problems as it is them trying to leave. Harbrow, Martin and Matera are probably going to remain and I always got the impression this year that Matera was also going to be traded if he didn't shape up. The fact that the club said their parting with Dixon was mutual further enforces my theory.
It's just interesting to look back. It's almost as if Rocket's goal this year has been to eradicate the bad culture Bluey McKenna allowed to develop. This may very well be the turning point that the club needs to take the next step towards a premiership.
