I think that was changed this year - hence the fire sale. They had to get down to a normal list size and salary cap for next season.It's worse because GWS has an expanded list size - 46 this year, 44 next year, 42 the year after then the same as everyone else in 2019. That's why they have so many picks that have draft index value.
So they have "live" extra picks to ensure that any deficit can be matched.
They shouldn't be able to use their extra list space to game the draft, but they are.

I'd be a bit meh to that combination of players though overall. Bit of everything whereas we need to be more committed to nailing the midfield this draft.

The AFL is being urged to allow live trading of players as soon as they are recruited in the national draft.
League rules prevent draftees being traded on draft day, requiring them to sign mandatory two-year contracts with the club that picks them.
Gold Coast list manager Scott Clayton supports draft day trading and has raised the concept with the AFL.
"It's a no-brainer," Clayton told News Corp Australia.
"We should be able to trade picks and players selected in the course of the draft.
"If someone picks someone at pick No.4 and you really want them, you go and get them.
