Not out of contract players, no. Just contracted players and the draft picks.

How come you only did up to 8 draft picks? Shouldn't it just keep going until you hit the required 44 players?

Yup. The picks continue but I didn't really have the time to include more than 8. In all likelihood coaches won't use 8 picks anyway.
