This is O.T.T. and impossible to create without going backwards at the same time.
Check out what I just posted.
The 20% loading on the F/S's means we can have 4 picks inside the top 50 and still get them.

We need to be bold and aggressive - we did that in getting rid of 5 big name players at the end of 2016 - we did that chasing JK/DM during 2017 - now we need the same thinking re the draft for the next 2 years.
5 picks inside 30 is the goal over consecutive years - its very hard to achieve when you have a settled player list and players are not asking to leave. (However as you say the F/S's make this easier for us next year.)
To 'dominate the draft' over the next 2 years may mean we need to trade a few senior players - the FD will know where this stands but the players mentioned - Goldy, Swallow, LT, Thommo - are a start to get some pick upgrades but we would need to cut (a little) further. If a Mountford wants to go home or say 2 of McMillan/Atley/Daw/Wood/Wright (i.e. players in their mid 20's) want a new home then we need to be open to offers.
I'm not sure what the appetite is for these cuts after last years cull - what i do know though is that 4 and 21 this year and 4 and 21 next year wont cut it.
If we want to be serious about playing in a grand final in 4 years we need access to more elite youth than that - the next 2 years is the opportunity for us.
