Yup straight into the rookie draft. Also it is worth nothing for Cadaver that he may need to pass a rookie pick if his intention is to draft a $145k player in the PSD. (I haven’t done the proper calculation on it yet.

No I'm pretty sure you still have room. You had $130k of cap space and picked Gowers ($145k) instead of a $96k draft pick.

That leaves you with more than $75k salary remaining which is all you need for a rookie pick.

If any further rookies are added to AFL lists through the new off-season rookie signing rules I'll add them to the available player list. If you feel a player will be signed under these new rules but isn't on the available players list, make your case, post a link to evidence and you can select them (if salary cap allows it), however if they are not selected to an AFL list for the upcoming year then the player's salary will remain against your TPP for the duration of the contract, however the player must be delisted paying 100% of their value (if any is remaining) the end of their first season on your list.

I'm going to take a gamble under the quoted rule. If he doesn't get selected in Richmond's last rookie spot it's a wasted pick but I'll take the chance.
