It's also, of course, stupid to suggest that any one country can't make a difference. There are well over a hundred countries so even having the 1+% of emmissions we have is HUGE. Not to mention we are one of the highest per capita, and we ship a lot of coal elsewhere and get China to make everything for us.

Add to that the fact China is making moves and has the very real desire to change because they don't see blue sky often, and it's clear that change will happen.
