Because each matched bid means the order shuffles a bit in our favour.
So not Blakey per se but a matched player.

Blakey going before IQ means that Sydney no longer have live picks in the 20s, 30s and 40s, which will shuffle our picks up the order, meaning we'll have more points to spend and will (hopefully) avoid going into deficit
