There's no surprise that Garoppolo's contract averages $27.5 million per year, because then the headlines can be "biggest contract in QB history" because Stafford's contract paid $27 million per year.
I would be surprised if Cousins gets $30 million per year - I'm tipping $28 million per year.
As a note the $27.5 million year represents ~15.5% of the 2018 salary cap (assuming it's $178 million). When Aaron Rodgers signed his $110 million 5 year extension in 2013 the $22 million per year was 17.9% of the 2013 salary cap ($123 million). That would indicate that someone like Matt Ryan could be looking at over $32 million per year when he extends his contract next year.
