It's England and summer, they could extent it till almost 9pm and have plenty of light.

They could, but they are probably like CA in Oz and they have probably limited it so that the broadcaster doesn't have their scheduling stuffed up.

Ch 9 about 8-10 years complained as it stuffed up their news service, so since then play is only extended a maximum of 30 minutes at the end of the days play and I think the morning session can be extended by a maximum of 60 minutes so that you have a 3 hr session before lunch.

Actually it might have become a standard ICC test requirement in the last couple of years.
