Those in pit lane would be allowed to continue.Those who just happen to be near the pit entry or had just done their stop when a major incident occurred would gain a significant advantage over those who weren't.
Also when can the pits be officially closed if people have already committed to taking the pit entry? What if someone was really low on fuel when the safety car came out and couldn't make another lap?
If it worked, they wouldn't have gotten rid of it.
This is the sort of thing F1 tried too only for Renault to exploit at Singapore 2008.

Those approaching pit lane would be forced to drive through without service.
That is the luck of racing.

If it were the Kelly's or BJR the outrage would be half as much.
