Nah, it's a fair flag. Hamilton stayed straight, made no movement at all until the chicane came up. Leclerc knew Hamilton was alongside, nudged him right to try and get him to back off.
You cannot attempt to resume the racing line when there is a car beside you. You pick your line, and you leave a space. When Verstappen did this last year we all complained, rightly so.
Certainly didn't deserve a penalty though. It's just racing.
