The reason being off the ground at the time of the hit is a factor is because it increases the risk of injury, and possibly serious injury. To minimize the chance of such injury, any time this sort of incident occurs there should be a suspension. You increase the risk of someone getting injured if you judge on how hard the hit was or how much the other player was hurt.
There is much less chance of anyone getting badly hurt in the future if there is a blanket rule which penalises this sort of hit, regardless of severity of the hit.
But I'm convinced Ablett was only off the ground because Shiel had just disposed of the ball over his head. It would be a normal instinctive reaction for you to jump up to put pressure on that disposal. If Shiel's disposal was in a different direction, I would be thinking differently ... either way, the impact was very low and more careless than intentional. You don't put your hand out to cushion the person before hitting them with the forearm if you intentionally went to hurt them.
(PS: I thought Fyfe was unlucky to get the week, but I think Ablett's was even less worthy for a week).
