So if I understand the rules correctly there is no reason for me not to trade Tatum as I can't keep him given my team has held him twice. The team i trade him to then gets to hold him for this season and the next if they want to pay his draft price.

One other thing, if I trade my 1st round pick away and want to keep a dude with 1st round value does this mean a. i pay the next highest pick i have or b. I am boned?

Correct, you are unable to keep Tatum again so you can try and trade him, or just let him become a free agent.

If you trade out your first round pick, you will be unable to keep any players who were drafted in the first round last year, as you cannot go backwards in draft value. If it was someone drafted in the second round, you could keep for a second round pick.
