There's a rule that you can't trade a pick back to the club you got it from – guessing Melbourne offered pick 39 (which they got from Adelaide last year).
That is a weird rule.

Why was the trade rejected?

Could be something to do with the trading of Melbourne’s future first with Adelaide during the trade period? Potential for draft tampering perhaps? Not that I think either club would.

I really can’t see another reason to decline a trade, especially a pick swap.

Probably exists because of that trade Swans and West Coast did a few years back where the Swans avoided spending a 1st rounder on (I think) Blakey.

They didn't break that rule by doing it, they traded different picks the second time. You can also trade it in a circle so it goes via a third club before it goes back to its original club and it's okay. But it does make that stuff a bit more difficult to do.
