Must include players and refs because they committed and called penalties to stay on the field a bit longer.

Oliver is lucky he is playing against Semien and not someone like Brady. because that sack being below the knee can be called roughing unless he is deemed to be pushed down by the OL.

The only shocking thing is that the Raiders were the least penalized team.

Its not that long ago where they were giving up 100yds of flags a game on average. and i think even had a game where they either gave up move yds on penalties than the opposition had or they had.
