The problem is that Carapaz just isn't strong enough to go clear of the other race leaders, let alone Pog. He can go with them, but he's at his limit and doesn't have anything left with which to attack once his teammates have been exhausted.

Actually, Juul-Jensen is one of the best domestics in the peleton, and actually helped Matthews reach the break and the first intermediate sprint - Bike Exchange's issues with performance stem back to 5 years ago when they focused on GC without having a big enough budget, which then resulted in them ignoring parts of their program.
