SPECIAL NOTICE
I had to think this thru ...... I think it's entirely reasonable, a winner of a League Division the previous season, should at the least not drop a division the next season, due to a poor ranking .....an extra reward for winning the Division Title

So under the Leagues "Special Assistance" program .....No League Winner from 2021 will drop a division, irrespective of their ranking
