As much as any reasonable fan would 100% agree with you.

But the money points to expansion

64 games ---> 80 games
16 knockout games ---> 32 knockout games (so 16 games more chance of extra time)
16 more spots = less of a chance of USA/Italy etc. missing out and more of a chance of China etc. making it.
