As I understand it, only ~$10 bil SRL cost had been budgeted for, out of a stage 1 estimated cost of $35 billion (and probably much more).

It was only that amount Liberal would've redirected.

Interesting to note that the Liberals stuck with the same pollster who in 2018 made a huge mistake in not counting the exact number of seats the Coalition needed to win the election, and did so again 4 years later by telling the Coalition as early as the Wednesday before the election that they would be able to regain government. And what happened? Daniel Andrews won both elections by landslide margins.
