Seems like a deliberate intent to injure from Firzpatrick. Diving/throwing your body into an area where the runners legs are. Its a hit not a tackle.
Im not sure it would call it deliberate, its been a tactic for 10+ years for TE's and big RB's to go low because of how hard they are to take down.
