Yeah almost guaranteed the allocations are all done, just a matter of charging people. Weird they wouldn't go in order of P1, 2 and 3 etc.

Last year I got category 3 tickets (P1 member) and after being initially disappointed I was absolutely stoked with where they were when I got to the ground.

Ballot order would be P1 first. It’s just the withdrawal that appears to be completely random/unprioritised

From memory last year it's literally a BALLOT so some priority 2 members may get better tickets than priority 1, just how it works.
