Seems like a question for Vader but I don't believe so.
Here's what the AFL Rules have to say (taken from Section 6.2):
(d) Number of Draft Selections
(i) At a National Draft Selection Meeting:
(A) each Club shall exercise a minimum of 3 Draft selections (including selections forfeited under Rules 8.6, 10.11(a), 13.4(b), 14.4(d) and 15.8(b)); and
(B) no Club may exercise more than 3 Draft selections if the consequence would be that it would exceed the number of Players which it is entitled to include on its Primary List pursuant to these Rules.
(ii) If a Club, prior to the National Draft Selection Meeting, has committed to draft a Player at the Pre-Season Draft Selection Meeting that Player will be deemed to be included on the Club’s Primary List when determining how many Draft selections a Club is entitled to exercise at the National Draft Selection Meeting.
My reading of that is that PSD selections do NOT count towards the minimum 3x ND selections. This seems pretty clear from clause (d)(ii).

Looking at the draft picks that GC (15, 18, 24, 29, 36) and Brisbane (17, 23) and their respective academy players, it likely that all those picks will get used to match bids. Include Carlton (9, 11) with Harry Dean, Sydney with Max King (31,32,42) that means that our picks 48 could move up 10 or more spots to 38 ish,55 & 64 could move up even more with a few more club-tied players (see below) to 42 & 50 ish in the open draft which is a lot better. So our 3 later picks might put us in the range for BOB, Byrne, heatherton etc which would be a good haul I would think.

I would like to see the above draftees that have potential taken now and a few others that have had 5-6 years in the system to be delisted etc. I know we might be reducing depth but we do have 4-5 guys that have been in the system for a few years now (edwards, Ryan, Dowling, taylor, pedlar etc) that would be able to cover any injuries and allow these new guys to have a couple of years in the sanfl to build body strength etc.

Genuine question: how did we only take Draper and Welsh last year rather than 3 picks?

No... that's saying that if a club has 5 list vacancies now, but have committed to taking a player in the PSD, then they are only allowed to make 4 selections at the ND.

It doesn't alter the requirement to make 3 selections at the ND, whereas rookie upgrades do count towards this total.
