Here are the full Cat B Rookie eligibility criteria, taken from Section 10.1 of the AFL Rules document:
(b) In addition to maintaining the maximum number of allowable Category A Rookie Players on their Rookie List under Rule 10.1, each Club may include a maximum of two (2) extra Players on its Category B Rookie List provided those Players are:
(i) former International Scholarship List Players at that Club who have been nominated under Rule 13.5 or 13.8;
(ii) former Club Academy players at that Club who have been nominated under Rule 14.4;
(iii) International Players;
(iv) Players who have not been registered or played in an Australian football competition for 3 years immediately before inclusion on the Rookie List;
(v) a Qualified NGA Player of the Club who has been nominated in accordance with Rule 15.8(c).
Given that Newchurch was an NGA player, here is Rule 15.8(c) as well:
(c) Rookie Pre-selection
If a Qualified NGA Player is eligible to be selected in the National Draft Selection Meeting and is not selected, the relevant Club may include the Player on its Rookie List prior to the Rookie Draft Selection Meeting by lodging Form 34A by the date required by the AFL.
It would appear that as a Qualified NGA player who was overlooked in the ND, we were able to pre-list him as a Cat B rookie.
 
Is the extra rookie spot for an indigenous player being implemented this year or is it simply on the cards in coming years? It'll be outside the salary cap and the player's salary funded by the AFL
It's just speculation at this stage, no doubt fed by the AFL testing the waters to see if it will float.

At the very least it would free Rachele up to potentially play more midfield

Because he costs nothing, he is clearly a talented player and the reward v cost is a huge upside.

What is the point in spruiking our team culture if we are not prepared to challenge, or test it?

If we had managed to secure Sanders or Petracca this conversation wouldnt be happening, but we didnt.

What do you suggest, we sit on our hands for 12 months? Why not roll the dice with a well laid out contract with standard expectations and KPIs?

I have my own thoughts here too. He grew up a crows fan and the chance to play for us might have a positive impact on his approach to things. Its also a very much last chance saloon and he would know that and it would certainly be pointed out and sometimes that can refocus the mind. Then as you say, he would be cheap, there would be behavioural triggers added etc.

I think we should roll the dice as he has the talent and we just might be the right club to get him on track
 
When will people realise recruiters and list managers are far far better informed about players habits/issues than any of us. There is no comparison on that level.

If it was so simple talent vs issues please explain why not one club even enquired when he was virtually available gratis in the trade period. Same applies since the trade period but still no mad scramble by AFL clubs to nab him for nought.

Had Hamish, Justin and Mafhew, drafted, recruited and developed a midfield after a 6 year rebuild that was capable of winning a quarter in a final, then we wouldn’t be so desperate.
 
When will people realise recruiters and list managers are far far better informed about players habits/issues than any of us. There is no comparison on that level.

If it was so simple talent vs issues please explain why not one club even enquired when he was virtually available gratis in the trade period. Same applies since the trade period but still no mad scramble by AFL clubs to nab him for nought.
Because there is a risk involved, nobody is denying that.

Why would the top clubs take that risk on, what they are doing is working, why upset the applecart? Some clubs down the bottom probably don't see the point either, they are not contending why bring in a possible bad apple with (usually) a young list.

And then you get to us, we are (hopefully) in the window, we very clearly got found out, we missed out on some key targets, we should be more open to take a risk to assist in taking that next step.

Obviously List Managers/Recruiters know a lot more than any of us, this place would be pretty boring though if we are not allowed to discuss/debate decisions. I don't think a lot of BF users were suggesting the cub select Jones or McAsey with the clubs first picks either so its not to say List Managers/Recruiters don't get it right all the time too ;)

Hollands cant be that toxic if Carlton are allowing him to continue training with them over summer, that would suggest to me there is still a chance there.

I guess that’s why they get everything right.

Gold Coast obviously forgot to do due diligence on JUH or maybe they are taking a risk.

It’s easy to keep Hollands on the straight and narrow, just hire him a minder whom is a Māori.

One time he would have to say “ if you even think of touching drugs, I’ll bash you” and then give him an open hander as a taste of what will come if he strays

This isn't recruiting an 18 year old draftee, this all about bringing in a very flawed 23 year old individual with well documented multiple issues that can football, that's of course when he's physically and mentally able and not taking time off to deal with his demons. You honestly think that all AFL clubs haven't done their due diligence on Hollands? Yet all have shown no inclination to throw him a lifeline? I wonder why?

This is a classic case of a talented footballer pissing it all up against the wall.
 
If it were just the one issue I dont think you would find many opposed at all.

Its not though, and a club crying out for top level talent dont want him. This isnt a Tyson Stengle scenario, its much worse.

Can someone “hint” to me what is the scenario for Hollands and how it is much worse than Stengle?

I’m assuming white line fever and ….?

As I said, if he was that toxic you would just pay him out, which leads me to believe that the rumours may be overstated. I believe he was also interviewed in an article for the Age which painted him in a better light (easy to do when he himself was answering the questions) but it was behind a firwewall so didnt read it.

And that other product that doesn't mix well with the white Line stuff...and a bit of the Goodwin/Docherty problem.

The start of it all was when he dropped his wallet at the Gold Coast Casino and when found contained cocaine,.
