The 2025 AFL Draft Booklet also refers to the Long Term Injury List, which hasn't existed since 2000 - so I'm guessing they've just copy/pasted for the last 5 years and haven't updated it to reflect the reduction in list numbers which happened as a result of COVID (and never changed back).
With regards to rookie upgrades, it states the following (most of which I believe to remain accurate):
I believe that today is the last LL prior to the ND. Thus, today is the last day for doing rookie upgrades. I am happy to be corrected, if it turns out that there is another LL between today and the ND (19-20 Nov).

Welsh is not an "uncontracted listed player" - he is a "contracted listed player", so the last clause is irrelevant. The LTI List hasn't existed for at least 5 years. So, the only clause which is relevant is the first - the date when the Primary List is lodged with the AFL prior to the ND.A club may apply to the AFL to transfer a player or players from its Rookie List on to its Primary List on the day when its Primary List is lodged with the AFL prior to the Telstra AFL Draft, or under the Long-Term Injury Rule or at any time between the Telstra AFL Draft and the day when its Primary List is lodged with the AFL prior to the Telstra AFL Pre- eason Draft if an uncontracted listed player was deleted from that club’s list.
