The way I read the rules he would have to go back to the state league and try again in the draft next year and only after that would he be eligible to be picked up this way

Normally team's with a Premiership window open, ala hawks/cats top up with as many ready to go players for another tilt!
And here we are drafting young players whilst arguably having our Premiership window wide open...
