yeah there should be a Time limit like no more than 2min max for the VAR to make a decision (personally i'll go with 1min) otherwise Refs call and play on!

The problem is that Halloran looked onside from every angle and they didn't even bother to draw the lines. Surely looking at 3 angles is enough for them to go with onside.
