Light rail takes more people per trip than a bus, and is cheaper than to operate than heavy rail. Canberra certainly will not be big enough for heavy rail for a long time, nor (without subway) is there anywhere to put the tracks.
I'm not convinced light rail is right, given the low density of Canberra, but heavy rail is certainly not going to work and the bus system is reaching breaking point.
Canberra will struggle to support even the "lightest" of rail due to the very nature of it's design and the very nature of it's population.
The very large majority of Canberra family comprise a Tradesmen Dad, Public service Mum and two kids, one at Primary school and one at High School both playing different sports, some two, Dad like's to fish, mountain bike or kayak after work if he is not playing golf and Mum has the gym, golf and walking also possibly mountain biking. Every summer they chuck the kids and the dogs in the car/cars and negotiate the short trip to the coast every long weekend and school holidays and most winters a week or two in the mountains skiing. When they are not doing any of that their is the water sking Burrinjuck or or fishing at Eucumbene.
Did I mention they all own a trailer to take the garden waste to the tip?

These folk shun probably the best (and emptiest) bus service in any capital city with a passion so why will they take to light rail other than for the daily 10 klm ride to and from Civic, evn then only if they have no other commitments after 4.21pm.
