You're probably right but they haven't tried any really innovative measures, just tinkered at the edges. Shorter quarters are fine but probably make congestion worse.
The could do things like zones, reducing onfield numbers to 16, play on when kicking backwards, not making tackling the primary focus of the game but the calls of ruining the fabric of the game stop the more radical solutions being tested. Well the fabric has been well and truly torn as we see from watching classic matches.
