If there is a clear advantage available. Don’t blow the whistle. It makes everyone on the field stop.

Take a page out of rugby and soccers books and signal that there is an advantage, and if it doesn’t eventuate then blow the whistle and bring it back.

Blowing the whistle means everyone just stops and the one with the ball just runs off

I think they blow the whistle to announce to everyone, incl the fans, that a free's been paid. Plus it lets everyone know the umps are running the show (in their own minds).
