AFL might need to develop a detailed terms of reference, appoint a suitably qualified Steering Committee of ex AFL people who have a deep understanding (& could do with a few $’s) to consider the ex COO’s draft report in say 18 months which, once received, will be sent back to the ex COO for more detailed work.

That should bury it!
