Twisties, a YouTuber who worked on the game, said the ratings were mostly done at the beginning of last season. They just added in the latest draftees with generic stats for this year. That explains the team rankings, why some players with diminished output in 2019 are still rated high and why some young players who broke out last year aren't rated as high as they should be. Also said they'd be updating the ratings though.
