With the Franklin v Kennedy debate, I personally think Franklin should be rated higher. He is the best overall player now, and always has been. With ratings in general, you can't base a rating purely on recent form. A rating is something that builds slowly throughout a career and drops slowly as the players peak form passes.
For example, Ivan Maric currently plays like he is rated 68. However, since 1.5 years ago people would rate him in the 80s, you can't just plummet him down to what his form suggests. Same with Franklin, in 2008 he would be the highest rated player in the game (94), but just because his current form may not reach 93 doesn't mean you rate him that way.
